¿Qué causa este problema?

You tried to change the status of the task list to <LS>Not Released</>.
This is not allowed. Once you change the status of a task list from
<LS>Not Released</> to otherwise, you cannot change the status back.

If you want to pause the task list from execution, you can change its
status to <LS>Paused</>.
