¿Qué causa este problema?

A job is only released automatically when the user has the necessary
authorization:
Authorization object <LS>Background Processing: Operations on Background
Jobs</> (<DS:UO.S_BTCH_JOB>S_BTCH_JOB</>) with release authorization
(value: <AB>RELE</>) or
Authorization object <LS>Background Processing: Background Administrator
</>(<DS:UO.S_BTCH_ADM>S_BTCH_ADM</>)</>

Respuesta del sistema

For consistency reasons, the calling job (<AB>~DISPATCH~</>) cannot be
finished until all executing jobs (<AB>~PROCEEDING~</>) have been
released and started.

¿Cómo arreglar este error?

Release the job in <LS>job management</> (transaction <AB>SM37</>).
