¿Qué causa este problema?

The system could not find any vendor declaration records for vendors to
be notified or dunned.

¿Cómo arreglar este error?

Check whether there are records that need to be processed according to
your selection. It may be that the dunning codes for the individual
customs areas have already been set to '3' which means that this record
will no longer be processed.
Furthermore, it may be that the vendor declaration records that you
selected are still valid or that long-term declarations have been
maintained (indicator 'C').
