¿Qué causa este problema?

You have entered incorrect values in the Meter Reading fields, and have
chosen the "Create New Print Document" pushbutton. One of the incorrect
value could be also the Meter Reading Date.
It could also be that you have not entered any values at all, and have
chosen the "Create New Document" pushbutton.

El sistema emite un mensaje de error y no le permitirá continuar con esta transacción hasta que se resuelva el error.

¿Cómo arreglar este error?

If you did not enter any value for meter reading value, enter new meter
reading value.
If the meter reading date is not in the interval of meter reading date
relevant for billing, you have to enter a correct date.
