¿Qué causa este problema?

For you to be able to generate a batch record for a batch, all
corresponding process orders must have been assigned status <LS>BRRQ
(Batch record required)</>. However, process order &V1& for the batch
you have selected does not have this status.

If you want to generate batch records for your batches, in the future
use an order type for which the <LS>Batch record required</> indicator
has been set in Customizing. The system then sets the <LS>BRRQ (Batch
record required)</> indicator when you release the order.
You cannot correct this setting for existing orders or the batch you
have selected.
