¿Qué causa este problema?

You are editing a successor of a development object. You have changed
the attributes of a segment type of the predecessor in a way which
would change the hierarchy level. This is not allowed for compatibility
reasons.
Changes which are not allowed to be made to predecessor segments are:
Increase the 'Max. number' for segment types at hierarchy level '1'.
The value for the 'Max. number' must remain '1'.
Reduce the 'Max. number' to value '1' for a segment at hierarchy level
'2'.
The value for the 'Max. number' must remain greater than '1'.
