You are trying to change the project type. The task hierarchy type is
defined in Customizing for project types. Therefore, changing the
project type causes the task hierarchy type to be changed, which is not
permitted.

You can only change the project type if the task hierarchy type is
changed as follows:
<LS>None</> (no task hierarchy) -> (task hierarchy) <LS>Without Summary
Tasks</>
<LS>None </>-> <LS>With Summary Tasks</>
<LS>With Summary Tasks </>-> <LS>Without Summary Tasks</>
The following changes are not permitted:
<LS>Without Summary Tasks </>-> <LS>With Summary Tasks</>
<LS>Without Summary Tasks </>-> <LS>None</>
<LS>With Summary Tasks</> -> <LS>None</>
