You have not maintained the user name for the selected resource.

The system allows only those resources whose user names have been
maintained. Otherwise you cannot assign a individual approval and a
digital signature to them.

You have the following options:
Select a resource that has been maintained completely.
Select a different role.
Complete the resource you selected.
