You cannot make a decision regarding the individual approval for one of
the following reasons:
The approval is being processed by another user.
The decision for the approval has already been made.
The status of a superior project element, for example, the phase,
forbids you to process the individual approval.

Try to process the individual approval at a later point in time, or
contact the person responsible for the project.
