redistribution items is entered in the customizing table.

In order to bill the pool contract, redistribution must be started for
this pool with transaction CRM_UBB_POOL_DIST. As long as redistribution
has not been performed, the relevant single contracts cannot be changed.
For this, the header status "Wait for pool redistribution" has been set
for the single contracts.
