¿Qué causa este problema?

You can only select the <LS>Package Explosion</> indicator for a service
transaction type if all the item categories assigned to the transaction
type are customized as quotation items (items that are intended for
copying to a follow-up transaction).

If you want to activate package explosion, do one of the following:
In Customizing for item category determination, unassign item categories
that are not defined as quotation items from the current transaction
type.
In Customizing for item categories, define the item categories in
question as quotation items (by selecting <LS>Initially a Quotation</>
in the <LS>Relevance for Quotation</> field).
<ZH>Note: </>Only change item category determination if no transactions
of this transaction type have been created, otherwise inconsistencies
can occur.
