¿Qué causa este problema?

The product association rule you wish to activate is identical to one
that is already active (i.e. the leading product(s) and the depending
product(s) specified are identical).
Note that when the system checks a rule as to whether an identical rule
already exists, it checks only against those rules defined for the same
target group, the same profile, or which are globally defined.
