The business partner list is empty because of one of the following
reasons:
Business partners have not been assigned to the selected node in the
business partner hierarchy or to the subnodes of the hierarchy
Business partners have been assigned to the business partner hierarchy
node (or its subnodes) but the sales areas assigned to the business
partners do not match the selected sales area

Check the selected:
Node in the business partner hierarchy
Sales area
If these entries are correct, go to transaction <ZK>Maintain BP Group
Hierarchy</>.
Check whether the :
Business partner hierarchy used in Marketing is correct
Business partners assigned to the hierarchy nodes belong to the correct
sales organization
