¿Qué causa este problema?

You do not have the authorization to maintain the table using
Transaction SM31. Only SAP programmers should have the authorization
to maintain tables via Transaction SM31.

¿Cómo arreglar este error?

Please maintain the table in Customizing. This way, you can be sure
that your entries will not be overwritten by SAP standard entries and
that you do not maintain data in parts of the system which should not
be changed by customers.
