¿Qué causa este problema?

The controlling area of the operation (&V1&) is not the same as the
controlling area of the production order (&V2&).
All operations in a production order must have the same controlling
area as the production order.
An order/operation is assigned to a controlling area via its plant and
company code.

¿Cómo arreglar este error?

Change the controlling area of the operation accordingly (for example,
by assigning a work center from a different plant to the operation).
