¿Qué causa este problema?

You have tried to release one or more operations in the order. However,
in the order header a <DS:GLOS.system_status>system status</> is active
that does not allow partial release of the order.
The order can, for example, be locked (Status SPER) or technically
complete (status TABG).

¿Cómo arreglar este error?

If the appropriate system status can be taken back then you can carry
out partial release after it has been taken back.
