You want to change the value assignment of a characteristic. The change
causes an inconsistency, so the value assignment is not permitted.
The inconsistency can have the following causes:
A characteristic value does not match the values that are defined for
the characteristic in Classification.
A precondition or selection condition is violated.
Different values were derived for a single-value characteristic via
constraints, actions, or procedures.
In classification, inconsistencies occur if you change the value range
of a characteristic that was assigned values in assigned objects or
classes with values from the previous value range.
