¿Qué causa este problema?

The fact was not assigned to a record in the set of rules. In this case,
the value assignment type assigned to the fact can contain only one data
record. This restriction applies only for data records with the usage
that was also assigned to the user exit for the <ZK>Expert </>in the IMG
activity <LS>Manage User Exits</>. The 'active' indicator must be set
here.

Assign a unique usage to the data records.
Assign the fact to a record and change the rules accordingly.
