Three rules define the shipment behavior of safety data sheets that are
initiated by an outbound delivery. For country "&V1&", a safety data
sheet compliance requirement (&V2&) is assigned that ensures that any
new major version of a safety data sheet is shipped again to all
recipients that received the last version of the safety data sheet for
material &V3&.
