¿Cómo arreglar este error?

If your safety instruction is in status <LS>Released</> and you create a
new revision, the settings changed are considered.
If your safety instruction is in status <LS>In Process</> or <LS>To be
Released</>:
If you want the new settings to be considered, delete the current
revision and create a new revision.
If you further process the existing revision, the new settings are not
considered.
