WBS element &V1& is not defined as an
<GL:account_assignment_element>account assignment element</>. You
cannot assign an asset under construction.

If you release a WBS element, the system checks whether you have
assigned an investment profile. If this is the case, the system
identifies the WBS element as a capital investment measure and
automatically creates a corresponding asset under construction.
