¿Qué causa este problema?

You want to remove the deletion flag for WSB element &V1&. You cannot
do this because the superior WBS element, &V2&, has status &V3&.
You can remove the deletion flag in the following situations:
The superior WBS element does not have the status "marked for
deletion".
If the superior WBS element already has the status "closed", you can
only remove the deletion flag for WBS elements, which also have the
status "closed".
