You wanted to create a product master record. However, there is no user
department that you can create for the organizational levels and data
specified.
This occurs in the following cases:
If the user departments assigned to the product type or to the plant do
not match the data specified
If, when transferring data (program RMDATIND), you have not set the
Check required fields indicator, and all user departments matching the
product type or the plant have required fields without entries
