¿Qué causa este problema?

If a capacity was already transferred to SAP APO system, the resource
category or resource type can no longer be changed.

¿Cómo arreglar este error?

If the capacity was not yet transferred to SAP APO, you can ignore this
message and set the resource category or type as desired for the
transfer to SAP APO.
If you have already transferred to capacity to SAP APO, you first have
to delete the resource in SAP APO and then retransfer the capacity.
