¿Qué causa este problema?

You want to change the assignment to a WBS element in an individual
order or in a collective order although a settlement has already been
executed. The settlement rule of the order or the orders in the
collective order can no longer be adjusted.

Whether this activity is permitted depends on the type of this message
set in Customizing.

¿Cómo arreglar este error?

If the type of this message allows the change, you have to correct the
existing settlement rule of the order manually and create a new
settlement rule for the new WBS element.
