¿Qué causa este problema?

Central User Administration (CUA) is active in your system landscape.
The maintenance of the license data is set to "Global". The user
classifications should therefore only be maintained in the central
system.

Perform the user classification in the central system.
If it is absolutely necessary, perform the classification in the child
system. Then transfer the data to the central system. Use transaction
"SCUG" on the central system to do this.
