There is no provision for cover eligibility functions (unilateral and
reciprocal) and commitment type profile functions being used together.
You cannot assign a commitment type profile to the FM area &V1& for
fiscal year &V2& because cover eligibility is already active for FM
area &V1& in fiscal year &V2&.
