¿Qué causa este problema?

The availability control of the project is not active. It is defined in
budget profile of the project that the availability control should be
activated for budgeting.
However, as you have only entered the budgeting transaction via a
subhierarchy, this function does not take effect.

¿Cómo arreglar este error?

If the activation of the availability control is required, call the
budgeting transaction for the complete project hierarchy or execute the
activation of the availability control after budgeting separately
(transaction CJBN).
