¿Qué causa este problema?
The time-of-use exception program &V1& uses the assigned conditional
billing program to trigger two different conditional rates &V2& and &V3&
, which both have the rate relationship category "Substitution" in a
rate relationship group. This is not permitted as the substitution of
the basic rate would not be unique during billing.
