operand have an installation role that is relevant for both
<DS:DE.CONSREL> consumption determination</> and <DS:DE.DISTREL>
distribution</>.
All the secondary installations involved in data exchange for this
operand have a <DS:DE.HIGHLEVINST>higher-level installation</>.
However, the system found an operand value that does not meet these
prerequisites.
