A <DS:DE.HIGHLEVINST>higher-level installation</> is entered for
secondary installation &v1& on &v2&. This entry is <ZH>inconsistent</>.
Example:
An installation group comprises the primary installation 1000 and the
secondary installations 1010, 1020, 1030, and 1040.
Secondary installation 1010 uses the higher-level installation 1020.
Secondary installation 1020 uses the higher-level installation 1030.
Secondary installation 1030 uses the higher-level installation 1010.
Secondary installation 1040 uses the higher-level installation 1000.
Result: The hierarchy is inconsistent, since the secondary installations
1010, 1020, and 1030 do not use the main installation as their
higher-level installation.
