    You want to assign organizational unit &v1& to another organizational
    unit of the enterprise organization. Controlling area &v2& of the
    target organizational unit in the enterprise organization is not the
    same as controlling area &v3& of the organizational unit being
    assigned.
    You are only allowed to reassign within the same controlling area in
    the enterprise orgranization.
