Only the following combinations are allowed:
Position has value '2' (totals position) - Subordinate position can
have the value '2' (totals position) or '1' (strategic program
position) or remain blank.
Position has value '1' (strategic program position) - Subordinate
position can have value '1' (strategic program position) or remain
blank.
The values of position and subordinate position remain blank.
