You tried to transfer data from a capital investment program and set
both the indicator "including measures" and the indicator
"measures for the progam only". These indicators contradict each other.

¿Cómo arreglar este error?

If you want to transfer data for a capital investment program, either
set the indicator "including measures" if you want to tranfer program
and for measures data, or
set the indicator " measures for the program only" if you want to
transfer measures data only, or
set neither of the above if you want to transfer program data only.
