¿Qué causa este problema?

You are trying to delete the assignment of a measure or appopriation
request to a program position from master data maintenance for program
positions. However, the measure or appropriation request is assigned to
several program positions, meaning that the percentage assigned to the
current program position is less than 100%. Deleting the assignment
would result in the measure or appropriation having an assignment of
less than 100% to program positions. However, measures and
appropriation requests are required to be assigned 100% to program
positions.
