¿Qué causa este problema?

You tried to assign a measure or appropriation request to an investment
program position. However, the system found that the measure or
appropriation request <ZH>had already been</> assigned to the program
position in the past, and was assigned to the corresponding position of
the investment program in the new approval year during the fiscal year
change.
Therefore, it is not possible to assign the position again to the
program position in the old approval year.
