¿Qué causa este problema?

You want to display or maintain the assignment of an appropriation
request to an investment program position. The system determined that
the appropriation request already has "replaced by measure" status.
When this is the case, any existing assignments for the appropriation
request were already copied to the measures that replaced the
appropriation request. The original assignment of the appropriation
request can now only be displayed, if it still exists.
