You tried to assign a measure to an appropriation request.
The appropriation request type for the appropriation request specifies
that assignment from measures is only possible, if the measures specify
that they have to be assigned later to an investment program with
program type &V1&.
However, the budget profile of the measure specifies that it has to be
assigned later to an investment program with program type &V2&.
