You tried to display or change the assignment of measures or
appropriation requests to an investment program position. However, the
assignment of measures or appropriation requests is not allowed for the
investment program position.

¿Cómo arreglar este error?

First you have to allow at least one object type, of the types "order",
"WBS Element" or "appropriation request, on the investment program
position.
