You want to take back the "budget distribution" indicator on capital
investment program position &V1&. However, you have already
distributed from the budget at this position to measures below it
in the hierarchy.

¿Cómo arreglar este error?

First you have to return the budget that was distributed to the
subordinate measures back to the program position. It is only
possible to take back the indicator for "budget distribution" once
this return has been made.
