¿Qué causa este problema?

You want to assign appropriation request &V3& as the original
appropriation request.
However, original request &V3& is assigned to controlling area &V2&,
which does not agree with controlling area &V1& of the current
appropriation request.

Appropriation request &V3& cannot be used as the original appropriation
request.

¿Cómo arreglar este error?

Enter a different original appropriation request, that has the correct
controlling area (&V1&).
Or, check whether you can change the controlling area on the
appropriation request. If so, enter the appropriation request again as
the original request.
