¿Qué causa este problema?

You tried to set the "Accept error in city file check as warning" flag
with the function module ADDR_ACCEPT_REG_DATA_ERROR.

Respuesta del sistema

This is not possible because the "Dialog allowed in city file check"
flag was previously set (by the function module
ADDR_SET_DIALOG_FOR_REG_DATA).
In this case (dialog allowed) the user is always asked in a dialog box
whether he or she wants to accept data despite errors. Calling this
function module would make acceptance of data with errors in dialog
impossible.

The flag cannot be set in the dialog case.
