You want to carry out a rent adjustment based on Swiss law in which the
costs for a modernization measure are to be passed on to the tenant.
This is only possible if actual data (and not only planning values)
already exists for the modernization measure.

In this particular case you have not created actual data for the
modernization measure or you have not updated the respective adjustment
run after creating the data.

Either maintain the actual data or update the adjustment run (both via
the master data menu for construction measures).
