¿Qué causa este problema?

You have tried either to save a settlement unit, generate a cost
collector for a settlement unit or assign settlement variants to a
settlement unit. However, this settlement unit has not been assigned a
participation ID.

Respuesta del sistema

The system can carry out the activity only once you have assigned at
least one participation ID to the settlement unit, telling the system
from when the settlement unit is valid.

¿Cómo arreglar este error?

Assign a participation ID to the settlement unit starting from the
first settlement date for the settlement unit.
