In the current rent adjustment procedure, the new rent is not derived
from other data (Index series, representative list of rents, etc.), but
specified directly. You can do this by entering an increase rate
(relative, total or area-specific) or a new amount (total or
area-specific).

You have not filled one of these amount fields; the rent adjustment
cannot be carried out.
