¿Qué causa este problema?

This error occurs when the relationship you are trying to create is
somehow in conflict with, or contradicts, another relationship that
already exists.
For example, this message would appear if you try to create a
relationship between two organizational units, and one of the units
already has this relationship with another organizational unit, located
on a different level of the structure. This message also appears if you
try to relate an object to itself.
