¿Qué causa este problema?

The tables and fields are not yet filled out for the stages "Start of
File" and "Employee Data Before Processing". Thus, a table or
value-dependent block repetition does not work in this case.

¿Cómo arreglar este error?

If, however, you wish to make the block repetition dependent on the
contents of certain table (fields), use the user exit.
