¿Qué causa este problema?

To extend the validity of a budget structure, all budget units
belonging to the structure must be locked. The budget structure whose
validity you have chosen to extend contains at least one budget unit
that cannot be locked. Perhaps this budget unit is being edited by
another user or perhaps there is a problem with the lock
administration.
