¿Qué causa este problema?

To enter default values for a single limit, you must make an entry in
the valid from, valid to, amount, and currency attributes. To enter
default values for multiple limits, you must ensure that the number of
values that you specify in each of the attributes is the same. For
example, to enter three default values for internal limits, you must
enter three values in each of the attributes (valid from, valid to,
amount, and currency).
