agreement item.
In the outline agreement, the material is either:
blocked for the issue of purchase orders (exclusion indicator = X), or
released for the issue of POs (exclusion indicator = " ").
You have attempted to block or unblock the outline agreement item, but
the blocking indicator does not agree with the exclusion indicator of
the outline agreement item.

via the outline agreement item:
